In 2019 Hazard and Perry County hired Bailey Richards as the Downtown Coordinator to oversee and foster the change needed downtown.In 2018 the city created a codes board. Now, they are moving to enforce those codes.”Through that process, the city can either raise people’s taxes to incentivize someone to do something with that property, try to sell it, try to give it away, try to maintain it if that’s a possibility for them,” said Richards.There are 45 building and property owners in the city who received notice that their property was in violation of the codes.
