The Kentucky Attorney General’s Office has ruled against a county official in an open records dispute.Marshall County Judge-Executive Kevin Neal violated the Open Records Act when he refused to comply with a request from Marshall County Sheriff Eddie McGuire, according to a ruling issued Tuesday, news outlets reported.The sheriff had asked for emails between Neal’s office and Marshall County E-911 due to a controversy over the future of the center.
